I am directed by the Comptroller and Auditor General to refer to Mr. Lucas's letter, No. 22330/04, of the 29th June last, on the subject of the appointment of Mr. Nicolle, the Local Auditor of Hong Kong, to be Treasurer of Ceylon as from the 6th instant.

2. For the post of Local Auditor of Hong Kong, thus rendered vacant, the Comptroller and Auditor General has selected Mr. Hugh Richard Phelips, at present the Local Auditor of the East Africa Protectorate.

Mr. Phelips will be appointed at the sterling salary assigned to the post, viz: £660, rising by triennial increments of £30 to a maximum of £720. In addition, he will receive the non-pensionable allowance of £50 a year for the supervision of the audit of the revenue accounts of Wei-Hai-Wei, sanctioned in Mr. Lucas's letter to this Department No. 27018/03, of the 25th July 1903.

3. As Mr. Secretary Lyttelton is aware, Mr. Nicolle was in receipt of $60 a month, in addition to his salary, for the audit of the Praya Reclamation Accounts, and the Comptroller and Auditor General assumes that the same remuneration will be paid to his successor so long as these accounts continue to be examined by him.

4. Should the Secretary of State concur in this appointment, Mr. Phelips will be instructed to proceed to Hong Kong from Mombasa on or about the 1st November next.

5. Under the Colonial Office Regulations Mr. Phelips must
